    They used birth certificates for more than 41,000 single births that occurred between 2003 and 2006, then factored in demographic information about the babies, their gestational ages, complications related to their births and their mothers’ place of residence down to the latitude and longitude.

    Researchers didn’t include multiple births in their study.

    Premature birth is the leading risk factor for infant mortality, and though most preemies survive, they face a variety of immediate and long-term health challenges because of their early births.

    Researchers led by neonatologists Andrew South and James Greenberg zeroed in on five areas of the county to identify and map out risk factors that might contribute to premature birth.

    “That’s a very important message that because there is such heterogeneity, applying a single solution to one entire county or city doesn’t really make sense, and we have to be more specific in our approaches,” he said.

    The study also shows that GIS mapping is a way to give health-care providers “useful, practical information that policymakers can really act on.”

    Using the data - which could be calculated down to the street address if there were enough births - can help providers target interventions, whether it’s a smoking-cessation campaign or efforts to reduce mothers’ blood pressure.

    “Any information that we get helps us better understand what the issues are where they are,” said Kelli Kohake, nursing supervisor for special projects in the Cincinnati Health Department’s maternal and infant health section.

    “Even a ZIP code can encompass several neighborhoods, so this kind of mapping helps us look at specific communities and ask, ‘What’s going on here? What’s different? Is it all Section 8 housing? Is it an area that’s a food desert? Is it on a bus line so people can get to a doctor?’”

    The city operates five primary health-care centers, Kohake said, “and every single one of them is different. They’re all high-risk, vulnerable and needy, but the people who attend and the flavor of each site is very different. We need to get better at understanding the cultures with in the different communities.”

    Strategies that work with urban Appalachians, for example, might not work with African-Americans, Hispanics or the “small pockets” of Vietnamese and African immigrants popping up in the city, she said.

    Because the information used for the study, published in “Maternal Child Health Journal,” is old, the map shouldn’t be used to draw conclusions about specific neighborhoods or their residents, Greenberg said. Instead, he said, it should be used as an example of how the mapping technology can be used to help guide health interventions.

    The information on the map pre-dates programs enacted since 2007 by Hamilton County Public Health and the Cincinnati Health Department that are slowly reducing the county’s stubbornly high premature birth and infant mortality rates, he said.

    “With this system, now the mercury is being recycled, where before when we were sending them away to be broken down, the mercury was disposed of.heavier than a sack of potatoes.     Kathleen Muretti, manager of environmental services, said the biggest benefit of the bulb eater is the ability to recycle harmful substances.

    “The biggest thing is the fact that we are recovering mercury and keeping it out of the landfill, which eventually gets into the water,” she said.

    The bulb eater is the only one in southern Alberta, according to Muretti.

    The Airdrie Recycling Depot only has capacity for residential light bulbs and Muretti said although she hopes the facility will eventually have the capacity for commercial bulbs, that would overwhelm the system now.

    The crushed glass is compacted into 55-gallon containers. The containers are then picked up by Air Cycle and transported to a recycling facility.

    The proposed Central Texas Airport and a surrounding “green” business park would be several miles northwest of Bastrop but in the city’s extraterritorial jurisdiction, an area just beyond city limits where Bastrop has limited authority over development.

    The overall project would encompass 1,500 acres, at FM 969 and FM 1704 , with most of the site north of the Colorado River. Plans include a $150 million airport for private planes and business jets, and the business park, designed as a showcase for clean-energy companies. Carpenter has said the business park could be a 15-year, $2 billion project.

    Carpenter and Associates spokesman T.R. Reid said “plans and reality tend to run at different paces, yet the project continues to make good progress.”

    Carpenter has said the airport and business park will create and spur economic growth, leading to needed tax revenue for school districts, cities and Bastrop County.

    “What’s happened here in Central Texas economically hasn’t flowed to Bastrop County,” Reid said.

    Carpenter is a longtime developer whose projects have included residential, office and retail developments in Central and South Texas.

Last year, Toshiba said it hoped to be selling solar-generated electricity to the Bluebonnet Electric Cooperative, which serves the Bastrop area by the end of 2011.

    But talks between Toshiba and Bluebonnet broke off months ago, said Bluebonnet spokesman Will Holford. Toshiba executive Mark Lonkevych confirmed that talks hadn’t gotten far.
